Associate Position Description
Leasing Manager – Affordable Housing Portfolio
Position Summary
Hope Communities, Inc. provides service-enriched housing for low and moderate-income families in the metro Denver area. As a leader in the industry, Hope Communities, Inc. seeks to provide superior service to our residents as a result, the Leasing Manager is critical to the success of Hope Communities, Inc. The person who fulfills this role will help establish and maintain a level of pride in the performance and appearance of the communities where we serve those most important to our mission and our work, our residents.
This position will report directly to the Director of Real Estate Services and is a full-time, exempt position with salary commensurate with experience. Essential Functions
- Willingness to provide the residents served by Hope Communities with the utmost respect and dignity.
- Supervise and schedule the turnover of apartments for move-in, move-outs and transfers in order to ensure that apartments are in superior condition for occupancy and residents are selected according to Fair Housing criteria.
- Ensure resident files submitted for approval, meet all relevant criteria, and contain all required documentation. Provide orientation for new residents by reviewing the lease and community rules, explaining apartment features and answering resident questions in order to orient the new resident and to inform residents of policies they need to follow to maintain compliance with the lease.
- Address all lease violations and in some instances, work with the Program Manager in referring residents to resources in order to promote high quality of living for our residents.
- Oversee adherence of all residents to the lease by resolving lease violations and referring residents to appropriate resources in order to promote high quality of living for all residents.
- Promote resident involvement and responsibility for the overall operation of the facility, through participation in the Quarterly Resident Meetings and interaction with residents and staff to foster a community environment.
- Assist with the preparation and the monitoring of a balanced budget for the building with the assistance of the Director of Real Estate Services by approving purchase orders, invoices and check requests in order to provide ongoing financial security for the facility. Submit monthly budget variance reports; create and post all notices of non-payment. Submit monthly delinquency report and meet or exceed delinquency and vacancy benchmarks.
- Ensure efficient operation and maintenance of mechanical systems and all aspects of the building and ground’s security and cleanliness by contracting with specialized vendors and contractors, tracking warranty information and assuring implementation of preventative maintenance programs in order to keep the building and grounds in compliance with fire codes and building codes. Work with maintenance staff to ensure timely repairs, regular ongoing maintenance and apartment turnover.
- Responsible for initial certification and timely annual recertification of all residents, if required, in accordance with applicable policies, procedures and guidelines for specific affordable housing programs.
- Communicate, address and resolve resident and staff issues.
- Communicate and report to the Director of Real Estate Services any matters regarding liability and risk management issues at assigned property as well as any suggestions to improve or enhance quality of life issues provided by the residents.
- Submit monthly newsletters to residents.
- Performs ongoing marketing efforts for the property
- Attend all meetings as required
Other Functions
- Hold weekly meetings with the Program Manager to discuss various items of concern and/or interest to both parties.
- Perform regular marketing and community outreach
- Monitor waiting lists on a weekly basis.
- Assist members of the maintenance team in completing building and company projects as needed.
- Coordinate schedules with the Program Manager to hold New Move In Orientation with new residents.
- Comply with fair housing laws by ensuring that all residents are treated equally & fairly
- Select tenants based on current resident selection criteria
- Performs other related duties as assigned.
Supervisory Responsibilities
Daily supervision of all on-site personnel including office, maintenance, and cleaning staff including joint supervisory duties with Maintenance Superintendent.
Qualifications
- Knowledge of strategic planning, resource allocation, human resources, leadership techniques and coordination of people and resources.
- Five plus years experience with HUD and or CHFA, or other affordable housing programs as Property Site Manager, Regional Property Manager, Leasing Agent, Compliance Technician or Assistant Site Manager.
- Demonstrated knowledge of fair housing requirements.
- Section 42 (LIHTC) and/or Section 8; 202/8; Mod Rehab experience required.
- Experience managing scattered sites preferred.
- Certification as an Accredited Resident Manager (ARM) preferred.
- Ability to prepare and maintain reports and communicate effectively orally and in writing with persons of diverse cultural and educational backgrounds.
- Ability to use conflict resolution skills both with residents and staff members.
- Good supervisory skills demonstrated by one year in a supervisory capacity.
- Ability to prepare, analyze, explain and follow site budgets, both operating and capital.
- Ability to operate basic office equipment. Ability to use Microsoft Word, Excel, and Outlook at a basic or intermediate level. Experience with property management software desirable.
- Experience with Yardi Voyager preferred.
- Bi-lingual English-Spanish highly preferred
- High School Diploma or equivalent required.
- Ability to work independently; disciplined self-starter; must be able to demonstrate initiative and follow through.
